I. DRAFT DECREE – MINISTRY OF MINES AND ENERGY (MME).
| Subject | Mining Development Fund – FOMIN |
| Description | The MME published a draft resolution seeking the Mining Development Fund – FONMIN. This fund aims to support the legalization and formalization of mining, provide economic resources, provide technical and financial assistance, and promote the sustainable development of subsistence, small, and medium scale mining. It also seeks to improve the socioeconomic conditions of mining communities. |
II. DRAFT RESOLUTION – MINISTRY OF MINES AND ENERGY (MME).
| Subject | Social and mining forum for life and peace in Northeast Antioquia. |
| Description | The MME published a draft resolution seeking the creation of the Social and Mining Forum for Life and Peace of Northeastern Antioquia (the “Forum”). The Forum’s purpose is to facilitate mining communities’ participation in formulating and executing public policies, promote the formalization of small mining and the regularization of medium mining, and comply with the agreements signed between the National Government and the mining communities. According to the project, while the Forum is in force, it will replace all mining dialogue spaces in the subregion. National, departmental, or municipal entities, miners, or companies may be invited to participate in the Forum if their presence is considered pertinent according to the topics to be discussed. |
III. RESOLUTION – NATIONAL MINING AGENCY (ANM).

| Description | Per Article 245 of Law 2294 of 2023, the ANM established the procedure for converting the values established in SMLMV or UVT to Basic Value Unit (UVB), which are values related to all charges, penalties, fines, and fees imposed by the ANM. The UVB for 2025 is equivalent to COP$11,552 and will increase annually according to the increase of the Consumer Price Index. The values to be paid for services rendered and for document reproduction must be updated within the following six months, counting from the issuance of the resolution. |
