By means of Resolutions 41307 and 41314 of 2018, the Ministry of Mines and Energy officially called for the first long term public bidding for electricity, which will be held on February 26, 2019.
1.183.000 megawatts-hour per year will be awarded and only generation projects which start date of operation is later than December 31, 2017, will be able to bid.
The evaluation criteria of the power generation projects will be: (i) resilience; (ii) complementarity of the resources; (iii) regional energetic security; and (iv) reduction of CO2 emissions, which shall be calculated according to the formulas described in Resolution 41307 of 2018.
The contract will be awarded for 12 years and the obligations of the production projects will start on December 1, 2021.
In this regard, by means of Resolution 40009 of January 4, 2019, the Ministry of Mines and Energy defined the terms of the yearly average energy supply agreement that would be executed by the winners of the bid and by means of Circular 001 of January 4, 2019, the Unidad de Planeacion Minero Enegética-UPME published the terms and conditions for the bid.
The consultation, clarification or amendment requests to the terms and conditions can be done until January 18, 2019
