The Superintendence of Industry and Commerce (SIC) has extended for an additional four (4) years the validity of the technical metrology regulation applicable to prepackaged products in Colombia. The decision was adopted through Resolution No. 51039 of July 6, 2026, by which the authority reaffirmed the need to maintain the current regulatory framework governing the labeling and metrological control of these products.
The regulation subject to the extension was originally issued through Resolution No. 32209 of 2020, which amended Chapters One, Two, and Four of Title VI of the Unified Circular of the SIC. The regulation establishes the labeling requirements and metrological control conditions applicable to prepackaged products marketed in Colombia.
The SIC’s decision is based on Article 2.2.1.7.6.7 of Decree 1074 of 2015, which requires technical regulations to undergo a periodic review to determine whether they should be maintained, amended, or repealed. Such reviews must be conducted at least every five (5) years following the entry into force of the regulation, or earlier if the circumstances that justified its issuance change.
Since Resolution No. 32209 of 2020 entered into force on July 7, 2021, the SIC conducted the corresponding review and concluded that the regulation remains necessary to achieve the regulatory objectives that motivated its adoption. As a result, its validity has been extended until July 7, 2030.
However, during the review process, the authority identified opportunities to improve the regulatory framework, particularly with respect to aligning certain technical requirements with applicable international standards.
Accordingly, during the extension period, the SIC is expected to carry out the studies and assessments necessary to determine the desirability and scope of any potential amendments to the regulation. Before introducing any update to the current framework, the authority would need to complete the regulatory procedures applicable to such amendments.
¿What implications does this decision have?
In practical terms, companies that manufacture, import, or market prepackaged products in Colombia must continue complying with the labeling and metrological control requirements currently set out in Resolution No. 32209 of 2020, at least until July 7, 2030, unless the SIC adopts and brings into force amendments to the regulation before that date in accordance with the applicable legal procedures. Additionally, given that the SIC indicated that certain aspects of the regulation require review, companies should closely monitor the regulatory developments undertaken by the authority and be prepared to intervene in the consultation period and implement any adjustments resulting from such process, timely adopting the internal measures necessary to ensure compliance with any new requirements that may ultimately be established.
